Regarding the efficiency of specialists during shelling and the availability of workers in the Kharkiv region – reported the head of the Kharkiv Regional State Administration, Oleg Synegubov.
In response to the hosts' question during the national marathon about the availability of necessary materials and specialists during shelling, Synegubov stated that over three years of war, they have managed to streamline the operations of all units. Consequently, there have been no significant difficulties during "incoming" attacks recently.
“The State Emergency Service units are typically the first to respond to eliminate the consequences, working alongside the National Police. Primarily, the State Emergency Service units address emergencies, especially if there is structural damage to residential buildings, and they conduct evacuation activities. Additionally, our communal services in the settlements are involved. Moreover, our coordination center brings together both international and domestic volunteer organizations – about 60 volunteer groups, with their representatives on-site, each handling their specific tasks. We have estimated that approximately 10 minutes is the time required to mobilize the volunteer forces, who work alongside the communal services and often play a significant role in the operational elimination of consequences. If windows are shattered, we use OSB for boarding up window openings, etc. Of course, the National Police immediately establish security for the night, etc. Our services also survey the population regarding the need for relocation or the provision of temporary housing. We have been managing the shelling in Kharkiv since 2022, and our operations are well-established. However, in cases of shortages, such as building materials, our operations are again streamlined. We coordinate with the President's Office and the Ministry of Infrastructure to quickly receive reserves from other regions,” explained Synegubov.
