In an interview with MG "Obektiv", the chairman of the Board of the Ukrainian Helsinki Human Rights Union, director of the Kharkiv Human Rights Group Evgeny Zakharov answered whether there is a chance to ever recognize the mass rocket attacks on Ukraine, the strikes by "Shaheds" and KABs, as genocide, as in the case of Kharkiv.
“I think not. Genocide is very difficult to prove – that’s the first point. Secondly, the issue of qualifying genocide always has a political nature. If Ukraine had defeated the RF, the political regime there changed, and the new authorities of the RF recognized that this war is a crime, then there would be more chances. I believe that the events in Mariupol were genocide, and the forced removal of children from Ukraine to the RF is also genocide. These two facts can be defended as genocide. As for everything else, it’s already harder to prove,” Zakharov said.
“Today in the Kharkiv direction, Russian terrorists near Volchansk and Streletskoye attempted offensive actions four times, two attacks have already been repelled. The enemy attacked our positions eight times in the Kupiansk direction. Ukrainian defenders repelled enemy assaults near the settlements of Pyschane, Kolesnykivka, Kruhlyakivka, and Zahryzovo,” informed the General Staff in the report at 16:00 on November 16.
Around 15:00, explosions were heard in some areas of Kharkiv.
“The enemy launched two aerial munitions towards the city of Kharkiv, but preliminarily they hit the outskirts, explosions were heard in the city of Kharkiv itself. Currently, information on the impact sites is being established,” informed the speaker of the Kharkiv regional prosecutor's office, Dmitry Chubenko, in a national marathon broadcast.

The Kharkiv Regional State Administration reported details about the injured in the village of Osynovo in the Kupiansk community.
“Three civilians were injured. A 66-year-old woman and a 75-year-old man received shrapnel wounds. Another woman, 62 years old, experienced an acute stress reaction,” reported the press service of the Kharkiv Regional State Administration.
According to military administration information, a KAB hit a private household, igniting the roof of a summer kitchen. The fire has already been extinguished.
“The occupiers struck the village of Osynovo in the Kupiansk community. As of now, there are three injured. Medical personnel from the Regional Emergency Assistance Center are working at the site,” reported the press service of the Kharkiv Regional State Administration.
Information that Russian troops captured Sotnytsky Kazachok is not confirmed, said the head of the Zolochiv settlement military administration, Viktor Kovalenko, in a comment to the local publication “Zorya”. He noted that he received information from commanders of units defending Zolochivshchyna.
“Sotnytsky Kazachok is under the control of Ukrainian forces. Moreover, there are currently no active assault actions taking place there. Only shelling, which has unfortunately become a routine for us,” wrote “Zorya,” citing Kovalenko.

Subsequently, the Armed Forces of Ukraine reported the movement of UAVs across the region — from south to north. At 23:13, they warned that one of the “Shaheds” was flying towards Kharkiv.
No explosions were heard in the city. At 23:46, the air alert was lifted. Throughout the night, no alerts were declared. There are none as of 07:20 in the morning.
