Emergency services in Kharkiv region are under constant shelling from the Russian Federation, reported Oleg Synegubov, head of the OVA, during the national marathon.
“The main goal of the enemy is to terrorize the local population. All services, such as emergency medical assistance, the State Emergency Service, and the National Police, are providing services to the civilian population. They are doing everything possible in frontline territories to ensure the livelihood of the population. If the enemy sees that the State Emergency Service unit has gone out to eliminate the consequences of shelling, they strike at both the equipment with FPV drones and our personnel, as well as the National Police,” said the head of the OVA.
On November 23, hourly power outages will be implemented in Kharkiv region from 08:00 to 22:00, reported the Kharkivoblenergo company.
“The reason for the temporary restrictions is the damage to energy facilities during the massive missile and drone attack on November 17. Emergency recovery work is ongoing. Energy specialists are doing everything possible to restore the equipment damaged by the enemy as quickly as possible,” the specialists noted.
Energy workers ask not to turn on several powerful devices simultaneously when power is restored according to the schedule.
On the evening of November 22, a fire occurred in the village of Kovyahi. A residential house and household items burned over an area of 25 square meters, reported the State Emergency Service in Kharkiv region.
“A man born in 1968 suffered from carbon monoxide poisoning (he died in the ambulance). Firefighters also found the body of another victim at the fire site (age and identity are being established),” the State Emergency Service reported.
No fires caused by enemy shelling were recorded in Kharkiv region over the past day, the rescuers added.
“No strikes on Kharkiv have been recorded. During the day, three impacts were detected in the pine forest near the village of Liptsy and the settlement of Slobozhanske. No casualties,” reported Oleg Synegubov, head of the OVA.
Around 18:00 on November 22, in the village of Kovsharivka, the occupiers dropped ammunition in front of a service vehicle of the National Police, which had three people on board. As a result of the strike, the vehicle was damaged, but there were no casualties, the head of the OVA added.
The enemy also attacked Kupiansk and the village of Doroshivka with FPV drones.
In the Kharkiv direction, the enemy attempted to assault Ukrainian defenders' positions three times near the settlement of Vovchansk, reported the General Staff of the Armed Forces of Ukraine in a summary as of 08:00.
In the Kupiansk direction, six attacks by the invaders occurred during the day. Defense forces repelled the enemy's assaults near Zelenyi Hai, Hlushkivka, and Zahryzove.
“Flags were also lowered at other administrative buildings in the city. This gesture is part of a nationwide campaign that calls to honor the millions of victims of Holodomors with a moment of silence and lighting candles in memory at homes and near memorials,” reported the Kharkivzelenstroy company.
The Regional Meteorological Center warned about dangerous meteorological phenomena in Kharkiv region on November 23 reported meteorologists.
“In the first half of the day on November 23, gusts of southeast winds of 15–20 m/s will persist across the region and the city. Level I danger, yellow,” the message states.
The Air Force of the Armed Forces of Ukraine warned about the threat of strike drones for the region at 22:46.
Around 00:15, an enemy UAV was flying towards Kharkiv, reported the Armed Forces of Ukraine.
All clear was given at 01:21. At 03:09, an alarm sounded again. The Armed Forces of Ukraine warned about the activity of enemy tactical aviation and the threat of the use of aerial strike means.
The all clear was declared at 04:17 (except for the Kupiansk district, Lipetska and Vovchanska hromadas).
