A former doctor from the Vyzhnytsia hospital produced fake second-group disability documents for 60 conscripts in exchange for a fee ranging from $5,000 to $15,000.
According to investigative materials, the man, who previously worked as a physician in the Vyzhnytsia district, decided to leave his medical practice and began creating medical certificates for draftees. He leveraged his connections and promised to influence members of the Medical and Social Expert Commission (MSEC) to secure the necessary conclusions.
"Using personal contacts, the suspect organized the fabrication of fake documents and promised assistance in obtaining favorable decisions at medical commission meetings. The cost of such services ranged from $5,000 to $15,000 per person," reported the SBU of Bukovina.
Over the course of two months, operatives documented 60 instances of criminal activity. The man was apprehended while receiving $11,500 for another counterfeit certificate.
According to the prosecutor's office, the suspect has been charged under part 3 of Article 369-2 of the Criminal Code of Ukraine (receiving unlawful benefits for oneself and others by influencing the decision of a person authorized to perform state functions, combined with extortion). This criminal offense carries a penalty of up to 8 years in prison with confiscation of property. An investigation is currently underway to identify all individuals involved in the scheme.
