The head of the Kharkiv Regional Military Administration, Oleg Synegubov, and the Kharkiv Regional Prosecutor's Office have released photos from the site of the "strike" in central Kharkiv. The Central Administrative Services Center (CPAU) was among those affected.
Updated at 12:20. 100 utility workers are addressing the aftermath of the morning shelling in central Kharkiv.
“The utility workers are clearing broken glass and large debris. A total of 100 employees and three pieces of special equipment have been deployed,” reported the utility company “Kharkivblagoustriy”.
Updated at 12:05. The press service of the State Emergency Service of Ukraine in the Kharkiv region published a video from the site of the missile strike in central Kharkiv, which occurred around 08:30 on November 25.
Updated at 11:48. The number of injured as a result of the strike on Kharkiv has risen to 23, reported the head of the Kharkiv Regional Military Administration, Oleg Synegubov.
“14 people have been hospitalized. Among them, five patients are in the surgical department, five are receiving outpatient treatment, two have been sent for neurosurgical care. Two more individuals are undergoing examinations,” he noted.
11:43. “Today, around 8:30 AM, Russian military forces struck the central part of Kharkiv, specifically the Kyiv district. As a result of the strike, an administrative building providing services to citizens was damaged. 19 individuals were injured, including six men and 13 women,” reported Spartak Borysenko, head of the department for combating crimes committed in the context of armed conflict at the Kharkiv Regional Prosecutor's Office.
He noted that more than 10 residential buildings, four administrative offices, and five vehicles were damaged. The strike was carried out with an S-400 missile.

It is worth mentioning that following the explosion, which occurred without an air raid alert, the head of the Kharkiv Regional Military Administration, Oleg Synegubov, reported that "a strike" had hit the center of Kharkiv, resulting in a fire at the site. Mayor Igor Terekhov clarified that the strike targeted an area of dense residential development. Preliminary reports from Synegubov indicated that 19 people were injured. Terekhov noted that the strike hit the CPAU area when employees had already arrived for work.
