The Verkhovna Rada has adopted the draft law No. 12093 aimed at improving the mechanisms for holding accountable those who violate military registration rules.
The main issue to be addressed is to allow conscripts, military personnel, and reservists to independently contact the Territorial Center for Recruitment and Social Support (TCRC) to clarify their personal data, while paying a fine of 50% of the established minimum. This means 8,500 UAH instead of 17,000 — 25,500 UAH.
Failure to clarify personal data within the specified timeframe without valid reasons constitutes an administrative offense, which carries administrative penalties.
The explanatory note to the draft law states that during 2024, over 6 million military personnel have not updated their personal data as required by the law on strengthening mobilization.
Currently, the Unified State Register of Conscripts, Military Personnel, and Reservists "Oberih" does not contain complete information regarding the personal data of a large number of military personnel, which undoubtedly hampers mobilization processes in the country.
To clarify their data with a reduced fine, military personnel must independently initiate the consideration of the case and the collection of funds through Reserve+.
