On November 27, 1989, terrorists detonated a "Boeing 727" in the sky over Bogotá, the capital of Colombia. The explosion claimed the lives of 110 people. Subsequent investigations revealed that the attack was carried out on the orders of a "local celebrity" — drug lord Pablo Escobar. There are several theories regarding the motive, with the main one being that a promising Colombian politician, César Gaviria Trujillo, was supposed to be on board. He was an aide to presidential candidate Luis Carlos Galán, who had been fighting against drug dealers throughout his political career. Galán was assassinated on August 18, 1989, on orders from drug cartels. However, Trujillo had every chance of becoming a candidate in place of Galán. By a stroke of luck, Trujillo survived, as he canceled his flight at the last moment. He later won the election and became the president of Colombia. It was during his term that Escobar was arrested and subsequently killed.

The explosion on the plane was carried out by two individuals seated in 18A and 18K. These seats were located directly above the main fuel tank. One of these passengers smuggled explosives on board and managed to leave the plane at the last moment. His accomplice stayed behind and died with everyone else. The explosion occurred five minutes after takeoff, at an altitude of about four kilometers. The bomb itself did not cause fatal damage; however, its detonation triggered a second explosion — that of the fuel tanks. This tore the plane apart. All 107 passengers and crew members perished, along with three people on the ground who were killed by debris. Following the attack, the fight against drug cartels in Colombia intensified. Additionally, the U.S. intelligence agency actively joined the search for Escobar (formally because two U.S. citizens were on board the plane). The organizer of the plane explosion, Dandeny Muñoz Mosquera, was arrested in 1991 and sentenced to ten life terms plus an additional 45 years in prison (not only for the plane incident, as he was the main hitman for the Medellín cartel). Escobar himself was shot by police during an attempted arrest in 1993.

A total of 323 members of the Verkhovna Rada voted in favor. Furthermore, the Verkhovna Rada expressed its lack of confidence in the Central Election Commission led by Kivalov.
