Ukrainians can apply for a subsidy to cover utilities either in person, through specialized online services, or with the assistance of employees at Administrative Service Centers (ASCs) and executive authorities. The government has established a simplified application process that saves time and requires minimal documentation. Details regarding housing subsidy applications were shared in the Telegram channel of the Ministry of Social Policy (Minsoctpolitik).
The Ministry of Social Policy clarified that Ukrainians need not fear bureaucracy when applying for a subsidy to pay for utilities. The government has implemented several methods of assistance application that help save time and avoid carrying numerous certificates, officials reassured. These options became available after the introduction of the simplified application mechanism. The idea is that individuals simply submit their application through one of five methods. The Pension Fund takes care of the rest — processing the application and filling out the declaration, as stated in the ministry's note.
How to submit an application for a subsidy in Ukraine:
The Ministry of Social Policy also noted that to complete the documentation, a qualified electronic signature (QES) is required. A QES can be created at any key certification center. The link on the Ministry of Digital Transformation portal lists 21 qualified providers of electronic services. Additionally, the Minsoctpolitik portal offers current information on all aspects of state assistance allocation: who can receive it, how to calculate it, what documents are needed, and where to apply for processing.
A special formula is used for calculations, based on the average monthly total income of all family members, the number of family members, the minimum living wage (2,920 UAH as of June 2024), a basic coefficient (2), a basic norm of payment for services (15), and the total utility expenses calculated according to social norms (4,000 UAH in June 2024). For example, with an income of 17,150 UAH and four family members, the subsidy would amount to 1,534 UAH, as illustrated in the subsidy calculation example.
