The migration outflow from Ukraine at the end of 2024 reached nearly 500,000 individuals. In 2025, an additional 200,000 Ukrainians are expected to leave the country. This information was published in the Inflation Report of the National Bank for January 2025.

"Throughout 2024, the outflow of migrants from Ukraine continued, totaling approximately 0.5 million individuals for the year. This justifies maintaining the assumptions regarding the future dynamics of migration.

In 2025, a continued net outflow of external migrants is anticipated (around 0.2 million individuals), while from 2026 onwards, a net return of migrants to Ukraine will commence (0.2 million individuals), which will accelerate in 2027 (0.5 million individuals).

There is a noticeable decrease in the proportion of those wishing to return, due to the ongoing adaptation of Ukrainians abroad. Thus, a mass and rapid return of migrants under the current status quo appears unlikely, resulting in a continued labor shortage.

The risks of a larger outflow of migrants abroad and a smaller return persist. If these risks materialize, the labor market situation will worsen, and domestic consumer demand may decline. At the same time, changes in the policies of recipient countries regarding Ukrainian migrants and proactive measures by the Ukrainian government to facilitate the return of migrants could invigorate migration inflow.

It will also be stimulated in the event of a rapid decrease in security risks in Ukraine. In this case, the labor shortage will reduce, and consumer demand will recover more quickly," the document states.
