The President of Ukraine, Volodymyr Zelensky, has signed amendments to the Criminal and Criminal Procedure Codes in connection with the ratification of the Rome Statute of the International Criminal Court. The law establishes command responsibility.

According to the law, military commanders will be held accountable for the war crimes committed by their subordinates, even if they did not personally commit them but were aware of and ignored them.
Under the adopted law, criminal liability for crimes against humanity will be established. It also provides for increased penalties for the crime of aggression, extending to life imprisonment.
Previously, Ukraine did not have criminal liability for crimes against humanity or war crimes. Now, Ukrainian legislation will align with the Rome Statute, which has recently been ratified.
