The Cabinet of Ministers of Ukraine has published a resolution regarding the indexation of pensions and insurance payments in 2025. The recalculation will be conducted for pensioners who retired before December 31, 2024, using a coefficient of 1.115. This is stated in the Cabinet's resolution dated February 25, 2025, No. 209.

According to the resolution, the recalculation will be carried out for those receiving pensions from the solidarity system, for former military personnel, for Chernobyl victims, for those receiving pensions for special merits, former officials, and scientists.

For those who retired in the last four years, the following indexation coefficients have been set:

  • in 2021, — 1.0575;
  • in 2022, — 1.046;
  • in 2023, — 1.0345;
  • in 2024, — 1.023.

The increase resulting from the recalculation of pensions cannot exceed 1,500 hryvnias. If the increase from the recalculation is less than 100 hryvnias, a monthly supplement will be established to the pension in the amount needed to reach the specified minimum.

According to current legislation, pensions must be indexed annually on March 1. On February 25, the Government decided to implement pension indexation in 2025. Thanks to this indexation, pensions for over 10 million citizens will increase by 11.5% starting March 1.

The amount of indexation is calculated based on the official economic development indicators for 2024: a 12% increase in consumer prices; an 11% increase in the average salary from 2022 to 2024.

According to the adopted resolution, starting from March 1, pensions will be indexed for:

  • 9.2 million pensioners whose pensions are assigned on general grounds
  • 672 thousand pensioners from law enforcement agencies
  • 98 thousand individuals receiving pensions due to disability and in the event of loss of a breadwinner due to the Chernobyl disaster
  • 79.6 thousand pensioners with disabilities due to war and combatants receiving minimum pension payments
  • 23.4 thousand pensioners who are former employees of local government bodies and civil servants

This year, the lowest pensions, which were not indexed until 2023, will be indexed again. The average projected increase in pensions after indexation will be 556 UAH, raising the average pension in Ukraine from 5,789 UAH to 6,345 UAH.

Additionally, starting from March 1, monthly insurance payments for 158 thousand individuals affected by workplace accidents and occupational diseases resulting in loss of capacity to work, as well as those entitled to insurance payments in the event of the victim's death, will also be indexed.

At the same time, temporary limits will be imposed on the maximum amount of pension indexation. The increase resulting from indexation will be capped at 1,500 UAH for all pension and insurance payment recipients, regardless of category. This will allow for a more equitable distribution of limited financial resources for indexation and ensure pension increases for Ukrainians receiving the lowest payments.

The minimum increase in pensions will be no less than 100 UAH.

Also, starting from April 1, 2025, pensions for working pensioners will be recalculated without any additional request, taking into account their updated insurance record. According to the Ministry of Social Policy, pensions will be recalculated for 629 thousand working pensioners.

It is worth noting that most Ukrainians receive pensions that do not exceed 30% of their previous salaries. However, there are categories of citizens whose pension income reaches 50% of their previous salary.
