Why is it important to undergo a military medical commission if "conditionally fit"?

In May of last year, Ukraine approved a new classification of fitness for military service, which eliminated criteria such as "conditionally fit for military service" and "unfit for military service in peacetime, conditionally fit in wartime." Individuals with such statuses are required to undergo a mandatory re-examination within nine months, by February 2025.

The process is overseen by Territorial Recruitment Centers (TRC), where individuals must obtain a referral for the military medical commission.

What new statuses can "conditionally fit" individuals receive?

The military medical commission may recognize one of the following statuses:

  • Fit for military service — capable of performing both combat and support tasks.
  • Fit for service in the Armed Forces — eligible to serve in Airborne Assault Troops, Marine Corps, submarines, special operations, and similar units.
  • Fit for support service — allowed to work in support military units, territorial recruitment centers, educational institutions, or other support structures. In these cases, service is limited to logistical, medical, or administrative functions without participation in combat operations.
  • Unfit for service in the Armed Forces or military specialty — refers to the inability to perform duties in specialized units, such as Airborne Assault Troops.
  • Unfit for service with the possibility of re-examination in 6-12 months — during martial law, such individuals are released from military reserve, but their health status may be reviewed in the future.
  • Unfit for service with removal from military records — such individuals are granted the right to be discharged from service.

Additionally, an individual liable for military service may be deemed temporarily unfit:

  • For participation in drills — a temporary restriction applies to reservists who are called for training exercises.
  • For military service due to health reasons — unfitness applies if the individual is undergoing treatment or rehabilitation, or if their fitness cannot be assessed at the time of examination due to a progressive illness.

What penalties are provided?

Failure to comply with the requirement for timely passage of the military medical commission may result in a fine ranging from 17,000 to 25,500 UAH. If the medical examination is not completed, the changes will not be reflected in "Reserve+" or, in the presence of a summons, the status will change to "wanted."

Will the deadline for passing the military medical commission be extended?

Deputy Head of the Office of the President Iryna Vereshchuk reported that over a million people have not managed to undergo the military medical commission, which is why they plan to extend the deadline by three months. These changes are due to the high workload on the military medical commissions, of which there are 1,036 operating in Ukraine.

Recall that the Ministry of Defense has launched beta testing of online registration for the military medical commission via "Reserve+". This service is expected to be available to everyone by the end of January 2025. Online registration will allow individuals to receive notifications about the date, location, and other details of the examination without the need to visit the TRC. For those who wish to undergo the military medical commission independently, the option to submit a request through "Reserve+" is already available. In the future, this option will also be accessible to citizens who receive summonses in paper form.
