Ukrainians continue to receive pensions even amid the war initiated by Russia. Certain categories of citizens are eligible for early retirement under preferential conditions. The Pension Fund of Ukraine outlined the requirements, rules, and documents necessary for granting such a pension.
Who Can Retire Early
Preferential pension provision is governed by part 2 of article 114 and the final provisions of the Law of Ukraine "On Mandatory State Pension Insurance" No. 1058-IV dated 09.07.2003.
Conditions for Workers in Particularly Hazardous and Difficult Working Conditions (List No. 1):
- Age:
- Men — from 50 years old.
- Women — from 50 years old (gradual increase of the retirement age from 45 to 50 years since 2015).
- Required insurance experience:
- Men — at least 25 years, including 10 years in the specified jobs.
- Women — at least 20 years, including 7 years and 6 months in the specified jobs.
Conditions for Workers in Hazardous and Difficult Working Conditions (List No. 2):
- Age:
- Men — from 55 years old.
- Women — from 55 years old (gradual increase of the retirement age from 50 to 55 years since 2015).
- Required insurance experience:
- Men — at least 30 years, including 12 years and 6 months in the specified jobs.
- Women — at least 25 years, including 10 years in the specified jobs.
Specifics of Pension Assignment with Incomplete Experience
If a worker does not have the full preferential experience:
- For List No. 1:
- Men — at least 5 years.
- Women — at least 3 years and 9 months.
- The retirement age is reduced by 1 year for each year of such work for men and by 1 year and 4 months for women.
- For List No. 2:
- Men — at least 6 years and 3 months.
- Women — at least 5 years.
- The retirement age is reduced by 1 year for every 2 years and 6 months of work for men and by 1 year for every 2 years of work for women.
Documents and Confirmation of Pension Rights
To apply for a pension under preferential conditions, it is necessary to provide:
- Documents confirming identity and insurance experience.
- Certificates of special experience if there are no entries in the employment record book.
- A workplace certification act conducted at least once every 5 years.
If the enterprise is located in temporarily occupied territories or has been liquidated, the data is confirmed by commissions under the management of the Pension Fund of Ukraine.
Alternative Option: Social Pension
For those who have reached retirement age but have not accumulated the necessary experience, there is an option to apply for a social pension.
